Fis Regulations updated from July26 state that all racers competing in Fis competition level 0-4 are required to have 3* cut proof Leggings.  

According to the current FIS rules there is no requirement for U16 and U14 Racers to have 3* cut proof but it is highly recommended.  However, the French and Italian Federations have adopted the same rule insisting that the U14 and above have to wear them at their events.
